QuadO refers to EPA New Source Performance Standards OOOOa, OOOOb, and OOOOc under 40 CFR Part 60. OOOOa covers sources constructed after 2015, OOOOb covers new and modified sources after December 2022, and OOOOc — finalized in March 2024 — applies to existing sources for the first time. 40 CFR Part 98 Subpart W requires petroleum and natural gas facilities emitting 25,000 metric tons or more of CO₂ equivalent to calculate and report annual greenhouse gas emissions to EPA's GHGRP. Field-verified measurements include rod packing on reciprocating compressors, wet and dry seal emissions on centrifugal compressors, equipment leak surveys, and facility-level calculations. The Waste Emissions Charge (WEC), established by the Inflation Reduction Act, charges operators for methane emissions above threshold levels. The charge started at $900 per metric ton in 2024 and rises to $1,500 per metric ton by 2026. Operators who report actual, field-verified emission data rather than population-based estimates typically demonstrate significantly lower methane volumes — directly reducing or eliminating their WEC exposure. Optical Gas Imaging (OGI) uses infrared cameras to visualize methane and VOC leaks invisible to the naked eye. It is the EPA's preferred detection method under OOOOa and OOOOb for well sites and compressor stations. Method 21 uses a portable flame ionization detector to measure leak concentration in PPM and is required for certain NESHAP sources and permit conditions.
